The Transport Malta Merchant Shipping Directorate has published Yachting Notice 16, introducing a new set of non-mandatory safety guidelines for pleasure yachts under 24 metres hull length registered under the Malta flag. The new framework will come into effect on a voluntary basis from 1 June 2026.
The introduction of these guidelines reflects Malta’s continued commitment to supporting the yachting sector through practical and proportionate regulatory initiatives. Following a review of evolving industry expectations and operational requirements, the framework has been developed specifically for pleasure yachts under 24 metres and aims to promote a structured approach to onboard safety while remaining commercially practical for owners and operators.

Importantly, participation under the scheme remains entirely voluntary. Yacht owners and operators who decide not to adopt the guidelines or the related survey and certification framework may continue operating without any obligation to comply with them. The Merchant Shipping Directorate has nevertheless encouraged adoption, noting that the framework may assist owners where foreign jurisdictions request or expect evidence of safety standards or certification for pleasure craft entering their ports.
In practical terms, the introduction of a voluntary certification framework is particularly relevant for yacht owners operating throughout the Mediterranean. Port authorities in jurisdictions such as Italy, France and Croatia regularly carry out onboard inspections and may request confirmation of compliance with applicable safety standards. While Malta’s new framework remains voluntary, having certification evidencing general compliance may assist owners and operators during such inspections and provide additional reassurance when navigating differing port state requirements across various jurisdictions.
The new guidelines are another positive development for Malta’s yachting sector and reflect the jurisdiction’s continued focus on maintaining a flexible and commercially responsive regulatory environment.
