Transport Malta has issued Merchant Shipping Notice 182 dated 14th November 2023.
MS 182 is a notice to ship owners, Ship Operators, Managers, Masters, Owners’ Representatives and Recognised organisations. It draws attention to the implementation of Regulation (EU) 2015/757 of 29
April 2015, on the monitoring, reporting and verification (MRV) of carbon dioxide emissions from maritime transport, as well as Merchant Shipping Notices 133, 137 and 140. The said Regulation has been amended by Regulation (EU) 2023/957 of 10 May 2023 in order to provide for the inclusion of maritime transport activities in the EU Emissions Trading System and for the monitoring, reporting and verification of emissions of additional greenhouse gases and emissions from additional ship types.
Methane (CH4) and nitrous oxide (N2O) will be included in the EU MRV Regulation’s expanded scope as of January 1, 2024. Moreover, general cargo ships with a gross tonnage between 400 and 5000 as well as offshore ships with a gross tonnage of 400 or more will be subject to the modified MRV Regulation as of January 1, 2025.
Beginning on January 1, 2024, shipping companies are required to use the THETIS MRV module to track and report not just CO2 emissions but also methane (CH4) and nitrous oxide (N2O) emissions. After being evaluated by a verifier, the updated monitoring plan must be submitted to the relevant Administering Authority for approval by April 1, 2024, at the latest. By 1 February 2024, and every 2 years after that, the European Commission will publish a list detailing each company’s attribution to the Administering Authority of a Member State.

Starting in 2025, an emissions report for the preceding year for each ship, confirmed as satisfactory by a certified verifier, must be submitted to the European Commission, the flag state, and the relevant Administering Authority by March 31 of each year.
By the same date, for ships falling within the scope of the ETS Directive, a verified as satisfactory
report at company level shall also be submitted to the relevant Administering Authority, through
