Overview

Transport Malta announces the implementation of electronic certificates for Maltese-registered ships, in line with IMO Circular FAL.5/Circ.39/Rev.2. This shift aims to reduce administrative burdens, support sustainability, and enhance digital efficiency in the maritime sector. Here we summarise the key points.


1. Legal Recognition

  • Electronic certificates issued as of 01/06/2025 are legally valid originals under the Merchant Shipping Act.
  • Hardcopy certificates issued before this date remain valid until expiry and must continue to be carried on board.

2. Features of Electronic Certificates

All certificates will adhere to IMO guidelines and include the following features:

  • Format and Content: Match international convention requirements.
  • Tamper-Proof: Protected against unauthorised edits or revisions.
  • Unique Identifier: Tracking number for verification.
  • Digital Platform Access: Secure online system for continuous availability.
  • Authentication Markers:
    • QR code (ISO/IEC 20248 Digital Signature standard)
    • Name of the authorised certifying officer
    • Printable symbol confirming authenticity

3. Verification Process

a) Online Verification

  • Scan QR code using any internet-enabled smartphone.
  • Instantly confirms certificate authenticity and validity.

b) Offline Verification

  • Use the DigSig Authenticator App (no internet required).
  • Allows inspection of embedded data for offline validation.

These methods eliminate the need for third-party verification services.


4. Role of Recognised Organisations (ROs)

  • ROs issuing certificates on Malta’s behalf must follow the electronic format protocols.
  • Electronic statutory certificates issued by ROs will be accepted under all international instruments.
  • ROs are urged to enhance infrastructure to support this transition.

5. Stakeholder Recommendations

  • Shipowners, managers, and operators should:
    • Update procedures to accommodate electronic certification.
    • Ensure ships are equipped to display and verify electronic certificates.
    • Retain this Notice onboard for Port State Control and inspections.
